The Canadian Aviation Maintenance Council (CAMC) has changed its name to the Canadian Council for Aviation & Aerospace (CCAA).  The change reflects the Council's work in segments of the industry beyond aviation maintenance.  As a national sector council, CCAA's focus is on skills development and demographic (human-resource) issues for the entire Canadian aviation and aerospace industry.  The new name better reflects the scope of the council's work.

HPIAM HF Recurrent Training
On-line course and exam
Recurrent Training is required every three years by Transport Canada. CCAA’s on-line course and exam, Human Performance in Aviation Maintenance (HPIAM), covers key components of HF training, including the “Dirty Dozen” (e.g., human performance, types of errors, susceptibility to errors, etc.). HPIAM exceeds Transport Canada’s requirement for recurrent training and provides a certificate e-mailed to the student immediately upon successful completion of the course.

Airports Occupation Rationalization Project Report Released
 

Airports across Canada encompass a wide variety of aviation occupations. These different occupations represent quality labour force that contributes to airport governance, operations, and services. The overall effect of quality labour force in Canadian airports can provide its visitors and travelers with world-class service and ensure the strictest travel safety. To understand the Canadian aviation industry and labour markets, InterVISTAS Consulting Group (InterVISTAS) has conducted a study, including a survey of collected data from 31 airports across Canada. This report serves as a comprehensive analysis, taking into consideration qualitative and quantitative information, to understand the trends in Canadian airports and their occupations.

Human Resource Study of the Commercial Pilot in Canada-Update completed
 
In 2009, the Canadian Aviation Maintenance Council, in partnership with the Air Transport Association of Canada commissioned the 2010 Human Resource Study of the Commercial Pilot in Canada to identify gaps in pilot skills and training capacity. The study was commissioned as a follow up to the 2001 Human Resource Study of Commercial Pilots in Canada

The information contained in this report draws on a number of data sources, including an extensive scan of available literature and articles published relevant to the industry, 32 interviews with industry representatives, experts, and others, 13 consultations with pilots and/or pilot candidates, a survey of 110 fixed wing and 31 helicopter operators, a survey of 51 fixed wing and 13 helicopter flight training units, and 6 focus groups in 5 cities across Canada.   

This report presents the findings from the 2010 Human Resource Study of the Commercial Pilot in Canada.  Research was prepared under the direction of a multi-stakeholder group, including representatives from the Canadian Aviation Maintenance Council, the Air Transport Association of Canada, the Helicopter Association of Canada, training organizations, and operators.

The QSA course is based on the Quality Systems Auditor Occupational Standard in reaction to requests from industry, which is concerned with SMS implementation and the requirement of QA as part of SMS. CAMC has learned through focus group meetings that companies and individual auditors are interested in attending a course developed to a national standard. The purpose of this course is to help aviation workers understand the importance of auditing and documentation in consideration of the new reality of Safety Management Systems

Invitation to participate in a Focus Group to assist with the development of an Occupational Standard for Professional Pilots
 
Background

The project was created in response to requests from industry as documented in the 2010 Human-Resource Study of the Commercial Pilot in Canada, and with the support and validation of HRSDC. It is a complex project that requires industry input from many different segments of air operations. Through focus group meetings across the country,  CCAA will research, identify and catalogue the occupational knowledge and skills necessary to commercial pilots in addition to the federal licensing standard.

Traditionally, pilots have acquired essential knowledge and skills through on-the-job experience but, with the requirement for Safety Management Systems (SMS) in Canada, this method is no longer sustainable. SMS requires that all aviation operators exercise “due diligence” by providing appropriate training support for new employees, and by maintaining ongoing support that is both effective and measurable.

The following documents will be produced through this project.
1. Essential Skills Profile for the Professional Pilot
2. Occupational Analysis of the Professional Pilot
(This document includes a list and descriptions of the tasks and sub-tasks for the knowledge, abilities, trends, tools and equipment required by the Professional Pilot)
3. Professional Pilot National Occupational Standard
(including Essential Skills for the occupation)
4. Professional Pilot Logbook

Invitation for Professional Pilot Occupational Standard development workshop in Toronto
 
The Canadian Aviation Maintenance Council (CAMC), working with facilitation support from AvAd (the Aviation Advantage) Inc. would like to invite pilots from various aspects of the aviation community to attend an important workshop that is taking place in Toronto on November 2, 2010.

In reaction to requests from industry and due to the importance of Professional Pilots to the aviation transportation system, CAMC has been working to create an occupational standard for Professional Pilots. This standard is being developed and validated with the support of Human Resources and Skills Development Canada and involves input from focus groups made up of representatives from aviation consisting of all sectors of air operations.

Background
While there is a federal licensing standard for commercial pilots, there is occupational knowledge and skills that need to be researched, identified and catalogued in order for a commercial pilot to be recognized as a professional pilot. Traditionally On the Job Experience (OJE) was how pilots acquired the essential knowledge and skills. This method is no longer sustainable with the introduction of Safety Management Systems (SMS) and the requirement for all aviation operators to exercise due diligence by providing appropriate training support for new employees and maintaining ongoing support that is effective and measurable.

As a result of this and other events
At the completion of this project, the following deliverables will be developed as benefits to Canada’s aviation and aerospace industry

  • Report on Essential skills profile for the Professional Pilot  
  • Report on Occupational analysis for Professional Pilot, including task, subtasks, knowledge, abilities, trends, tools and equipment
  • Final Occupational Standard with Essential Skill for the occupation as per CAMC prescribed format
  • Produce logbook for the occupation as per CAMC prescribed format

CAMC is pleased to announce the facilitation of the French language Quality Systems Auditor workshop, in partnership with CQFA.

The Canadian Aviation Maintenance Council CAMC has developed a 2-day test project workshop based on the Quality Systems Auditor Occupational Standard in reaction to requests from industry, which is concerned with SMS implementation and the requirement of QA as part of SMS. CAMC has learned through focus group meetings that companies and individual auditors are interested in attending a workshop developed to a national standard. The purpose of these workshops is to help aviation workers understand the importance of auditing and documentation in consideration of the new reality of Safety Management Systems.

This workshop is open to any aviation stakeholder however advance reservation is required. The event is sponsored by CAMC in partnership with the CQFA. It will be held in French at the CQFA Training Center in Dorval, and free of charge, on 23-24 August, 2010. All coffee breaks and the two lunches are supplied, as well as free access to wifi internet. Parking is free at the Dorval CQFA center. If you need a hotel room, all YUL airport hotels are close by, the Comfort Inn being the closest, 100 meters away.

The report addresses retention, recruitment and training of airport employees.

1. Key findings of the recently completed comprehensive analysis of Canada’s airport occupations, labour-related trends and recommendations.

2. Addressing the challenge of defining small airport occupations, and standards and how to maximize capabilities of small airport staff to meet expanding demands.

3. Solutions to current training needs including sources, coverage and deficiencies.

4. Implementing Safety Management Systems, what you have to do and addressing the human resource factors.

What is CAMC Certification? 
The Canadian Aviation Maintenance Council is the only nationally recognized occupation-certifying body representing the aviation/aerospace industry. Certification is documented proof that an individual has met the requirements of a particular occupation and possesses the necessary knowledge, skills and abilities for the job. Each applicant begins to document competencies in a CAMC logbook which describes in detail all the tasks and sub-tasks required. The applicant works through the tasks in the logbook, demonstrating competencies in each one to an independent CAMC-approved evaluator, who then signs it off. When the applicant has fulfilled all the requirements for certification, they submit the completed logbook to CAMC, who issues certification upon review and approval. Aircraft Maintenance Engineers (AMEs) who can provide a current Transport Canada license and resume can request to be certified without the requirement of a CAMC logbook.

Why Certify? 
Certification provides documented national recognition of knowledge, skills and abilities (competencies) in a specified occupation. It also provides credentials and proof of qualifications, enabling portability of skills, demonstrating that the individual is a career-long learner and identifying them as a professional. Ultimately, industry values certification because it provides a standard benchmark of skills and facilitates an employer's recruitment process.

CAMC’s SMS logo indicates a series of quality products that are linked to the appropriate occupational standard or industry best practice. This presentation will include a discussion on the Quality Systems Auditor Occupational Standard and the importance of auditing as part of any Quality control system.

To date, more than 200 aviation and aerospace industry professionals have attended CAMC’s Quality Systems Auditor workshops. The final series of these QSA workshops will be held at the following locations:


 

  • August 10 - 11 - Ottawa, ON, in partnership with Transport Canada Flight Operations (Closed)August 18 - 19 - Calgary, AB, in partnership with SAIT Polytechnic

 

  • August 23 - 24 - Montreal/Dorval, QC (presented in French), in partnership with CQFA (Centre québecois de formation aéronautique, Cégep de Chicoutimi

 

  • August 25 - 26 - Toronto/GTAA
    This will be a test workshop combining elements of the Quality Assurance Manager Occupational Standard with a focus on Risk Assessment and Documentation. Included will be an “SMS Benchmarking” exercise to allow operators to exchange ideas and perspectives on SMS Implementation within their organizations and how Transport Canada’s new Program Validation Inspection is affecting program oversight. This session will be of particular interest to airport managers as well as operators and AMO’s.
    The session will take place between 0900-1600 at the Toronto Airport Marriott Hotel, (British Columbia Room) 901 Dixie Road.   


Following the completion of this test project, workshops will be available by request to any group or organization on a cost-recoverable basis.

KFC_40th Anniversary Logo_CMYK_enLaunched on March 25, 1970, Flightcraft has grown over the last forty years to become an icon of success in the Canadian aviation industry.

Founded by Barry Lapointe and Jim Rogers in Kelowna, BC, Flightcraft started as an Aircraft Maintenance Operation and bought, imported and sold aircraft in the early years. By 1974 they acquired an Air Operators Certificate and entered the charter market. By then the entrepreneurial spirit was well established, leading Flightcraft on a remarkable journey to today.

In 1977 Flightcraft began a long term relationship with Purolator Courier that continues today.  Starting with one aircraft in Western Canada, Flightcraft now operates 18 aircraft as part of a cross Canada network to support Purolator’s overnight delivery service, making Flightcraft the largest independent cargo airline in Canada. Line maintenance bases were established across Canada and a large heavy maintenance facility was built in Hamilton, Ontario in 1995 to support Purolator’s needs. Today, Flightcraft operates the largest cargo aircraft registered in Canada (DC10-30F) to provide dedicated heavy lift air service to Canada Post.

Over the years Flightcraft has moved in and out of passenger service, primarily in the charter market. You may recall Inter City Air and Greyhound as just two examples.

The largest contract in Flightcraft’s colorful year history was awarded in March 2005. Allied Wings, a subsidiary of Flightcraft received a 22 year $1.77 billion contract to provide training and support to Canada’s Air Force pilots in Southport, Manitoba.

Never content for status quo, Barry and Jim have continued to build a very strong Maintenance Organization over the last 40 years. Flightcraft staff are capable of performing heavy maintenance and modifications to a wide range of aircraft, including structural modifications and avionic upgrades. Work is performed on both civilian and military aircraft from around the world in Kelowna, where a focus on niche markets is honed.

In 1997 Flightcraft became the OEM for the Convair aircraft line, providing technical, engineering and parts manufacturing for a fleet flown around the world. Shop facilities include engine, component, landing gear, plating, NDT, machining, and fabrication shops. The maintenance operations are supported by Transport Canada certified Engineering and Training groups, and maintain an ISO 9001 Quality Assurance program.

“ The cornerstone of success for Flightcraft has been an unwavering focus on customer service and quality of work” indicates Barry, “we look for opportunities to provide a better service others overlook, and then turn it into a niche market we can own. It’s a pattern of success our customers have come to rely on, whether it’s on time deliver for Purolator, shorter downtime on modifications for commercial customers, or technical expertise not found elsewhere. We have a highly skilled staff who provide a quality product that I’m proud of.”

Both Barry and Jim are passionate Aircraft Maintenance Engineers and Pilots, continuing to fly and work today. They have both been recognized for their tremendous contributions to the aviation community in Canada over the last 45 years. Jim retired in 2008 to start his own airline (Flair), and Barry remains actively involved in Flightcraft Operations as President and CEO.

A ceremony to mark this significant milestone in Canadian aviation history is being held today in Kelowna at Flightcraft’s Main Hangar at 3:00 pm PDST (March 25, 2010). Media are welcome to attend, but the event is not open to the general public.

NSCC- CAMC Partner to Facilitate Quality Assurance Workshop
 

The purpose of these workshops is to help aviation and aerospace workers understand the importance of auditing and documentation in consideration of the new reality of Safety Management Systems.

CAMC has developed a 2 day test project workshop based on the Quality Systems Auditor Occupational Standard in reaction to requests from industry, which is concerned with SMS implementation and the requirement of QA as part of SMS. CAMC has learned through focus group meetings that companies and individual auditors are keen on achieving this certification since it provides evidence of due diligence.

Career Day and Job Fair at the Canada Aviation Museum

  As a follow-on to the successful raising of Canadian awareness of the importance of aviation during 2009, several of the organizations involved in the centennial celebrations, including the Canadian Aviation Maintenance Council (CAMC), have decided to maintain that momentum by celebrating National Aviation Day, as proclaimed by the Minister of Transport, on February 23. At the conclusion of his message, Mr. Baird stated:

"This yearly celebration will allow us to remember our past achievements and help chart the course of Canada's aviation and aerospace futures."

In line with this statement, we jointly decided that the February 23, 2010 event should be youth and career-oriented. To that end, the Canada Aviation Museum, in collaboration with the Department of Transport and others involved in the newly-named Canadian Air and Space Network, will be putting on a Career Day and Job Fair on the 23rd. We are in the process of lining up participants both from the side of school boards, colleges and other educational institutions, on the one hand, and the various employers in the widely-defined aviation and space community in Canada. Initial response from all sides has been very positive.

The Museum has already been in touch with a number of leading aerospace companies in the broadly-defined aviation and space field, post-secondary educational institutions and government agencies. The Museum has a growing number of commitments in hand for the provision of a manned booth, information materials and, in some cases, speakers. Broader participation from all CAMC members wishing to increase student awareness of their activities would be welcome, even if it is limited to the provision of information material. Members located in other regions of the country should be aware that aviation and space museums across Canada are being encouraged by their national association, the Canadian Aeronautical Preservation Association, to put on similar events.

The Museum is planning a series of events and presentations throughout the day on February 23. It is expected that the Minister of Transport will speak in the morning and the Director General of Civil Aviation will speak later in the day along with other representatives of both the aviation and space sectors. The program should garner significant media interest.

Human Resources Study of Commercial Pilot in Canada Focus Group Meeting in September at BCIT
 
We would like to invite you to an important meeting of aviation professionals which will take place on Monday September 21st, 2009 at the British Columbia Institute of Technology, Aerospace Technology Campus, 3800 Cessna Drive - Richmond, BC  (CIBC Room 198).

The focus group meeting will begin at 10 am and be finished by 2:00 pm. A working lunch will be provided to participants.

The Canadian Aviation Maintenance Council in partnership with the Air Transport Association of Canada are looking for attendees who may be BC based pilots or air operators as well as those who operate flight schools and train commercial pilots.  We wold like to encourage Float plane operators as well as individuals who are both pilot and AME.  Fixed Wing and Rotary Wing pilots are welcome to attend.

Commercial Pilot Survey
 
The Canadian Aviation Maintenance Council in partnership with the Air Transport Association of Canada, with funding provided by the Government of Canada, has commissioned the 2009 Human Resource Study of the Commercial Pilot in Canada. 

The survey is designed to collect information about the number of commercial pilots within your organization, and changes affecting demand for pilots or skills required by pilots.  It will also explore key human resource issues such as expected future retirements for commercial pilots, and any challenges in obtaining qualified pilots in terms of experience and skills.  Companies that complete the survey will be provided with an advance electronic copy of the Human Resource Study of the Commercial Pilot in Canada report from CAMC.

The Airport Occupation Rationalization project will focus on developing a sector study to comprehend and define the human resource issues facing this important sub-sector. Airports vary in size, complexity and governance structure. By consulting and engaging the airport industry leaders and stakeholders through a sector study, this project will provide the industry with a useful overview of key human resource issues associated with airport occupations, as well as recommendations for further deliberations by the stakeholders.

Request For Proposal Issued For Human Resource Study of the Commercial Pilot in Canada-Update - CLOSED
 

CAMC has issued an RFP to solicit proposals from interested and qualified persons and organizations to provide Research services related to performing an update of the Human Resource Study of the Commercial Pilot in Canada. 

The objective of the Request for Proposals for phase one of the Update of the Human Resource Study of the Commercial Pilot in Canada is to engage a research contractor to perform a nation-wide scan of the aviation industry in Canada, analyzing its breadth and scope, as well as its challenges and potentials. Analyzing society’s perception of aviation as a career, as well as quantifying the current supply and quality of commercial pilots, identification of required future skill and knowledge, as well as estimating the demand for future pilots will be a key focus of this research.

The Update of the Human Resource Study of the Commercial Pilot in Canada will provide the researched data  that will then be used to develop a comprehensive picture of Canada’s commercial pilot  occupation, describing both current conditions and likely developments in the future at the 5, 10, and 15 year marks.  This research will also provide the foundation for the development of professional pilot occupational standards.

Safety Management System (SMS) Workshops Concluded
 
SMS-logo-websiteIn conjunction with the Canadian Aviation Maintenance Council, Stantec (formerly Jacques Whitford) delivered twenty Safety Management System (SMS) workshops across Canada, January 7th through March 5th, 2009.  The intent of the workshop series was to acknowledge the time and effort required to develop a strong safety culture and to provide industry members with the tools and strategies for implementing an efficient and effective Safety Management System.   

Facilitators David Wilson and François Thériault presented information to 408 Aviation and Aerospace industry members interested in learning the benefits and implementation concepts common to all Safety Management Systems. 

The feedback from workshop attendees was very positive and included the following:

Centennial of Flight in Canada
 
Centennial of FlightThe year 2009 marks the 100th Anniversary of the first powered, heavier‐than‐air, controlled flight in Canada by J.A.D. McCurdy in the Silver Dart.


Very few nations in the world owe more to flight than Canada. Aviation opened up the country and remains a life‐line to many remote and northern areas. The significance of aviation today and what it has done for Canada can be compared to what the Canadian Pacific Railway did for Canada in the years after Confederation. Aerospace activity now makes up a larger component of Canada’s industrial base than it does for any other nation.

The Canadian Centennial of Flight Project was envisioned as a way to provide support to Canadians who want to make the 100th Anniversary of the first flight in Canada an opportunity to celebrate not only the historical event of February 23rd, 1909 when the Silver Dart took flight, but also Canadian accomplishments in civilian and military aviation in the decades since then, at home and abroad.

Canadian Centennial of Flight celebrations will encompass the history of aviation and space activities; the education of youth; the technological and commercial aspects of aerospace; development and careers; and most of all – connecting with Canadians.

The national Headquarters of the Centennial of Flight Project is located in Ottawa. Its role is to act as a clearing house for all activities and events that will take place throughout the land in 2009, and to assist with their coordination, planning, promotion and staging.

Many of the activities will highlight achievements of the past 100 years, and will increase Canadians’ understanding of the importance of aviation and space endeavours to their country.

The Canadian Centennial of Flight Project is governed by a Board of Directors comprised of key players in the aviation industry, including representatives of associations and organizations that share an appreciation for aerospace, are active in preserving its heritage and look towards shaping its future.

While the first flight took place on that cold February 23rd in 1909 in Baddeck, Nova Scotia, the Centennial of Flight Project will be coordinating a year‐long commemoration with many exciting and educational activities planned from coast to coast to coast.

The Canadian Aviation Maintenance Council invites individuals who occupy an SMS function to complete the Safety Management System Self-Assessment Survey. The data collected will be used to perform a needs analysis and identify industry gaps in relation to competencies required in link with your SMS function’s profile. The SMS functional competency profile is different from a job description. It describes the competencies required to perform the SMS function.

The functions have been defined as follows:

·         Leader
Development, implementation and monitoring of policies, procedures and processes supporting SMS across the organization

·         Coordinator
Coordination of implementation and management of SMS within their organization

·         Investigator
Analysis of SMS report, investigation, recommendation on corrective action & follow-up

·         Assessor
Evaluation of effectiveness of SMS

·         Trainer
Development and implementation of SMS training

 ·         Reporter
Obligation of all people to report any hazards and participate in investigations, assessments and implementation of corrective actions.

How have the functions been defined?

The functions listed above were created to capture and group the various SMS-related tasks and activities to be accomplished and not existing job titles or positions. As an example, assume someone has reported an event or potential safety concern. That report will be directed to someone to “co-ordinate” the investigation. For a lot of companies (but not all), this will be the SMS Manager. Co-ordination is a function; SMS Manager is a job title. Every system requires a “co-coordinator” but not everyone will call this person the “SMS Manager”. Similarly the duties of the “coordinator” will vary but may include receiving the reports, assigning priorities, assigning investigative responsibility (root cause analysis), coordinating resources, receiving investigator reports, deciding appropriate action etc. All of these are functions which someone will have to do but again, different organizations will make different determinations as to who does them.

 What will the survey ask?

1. You will be asked to select the SMS function you occupy. Everyone occupies the function of Reporter. However, you may be occupying one or several other SMS function. If this is the case, you will have to complete the survey for each of those functions as the competencies and proficiency levels assessed are different.

2. You will be asked to assess your level of proficiency against each of the competencies that are part of the SMS function profile by answering specific questions. It is very important for you to provide us with an accurate estimate of your proficiency level for each question. Your information is confidential and your answers will not be provided to your employer.

What will we do with this information?

The survey is administered using an independent third party (Human Resource Systems Group ltd. (HRSG)). Once the survey closes, HRSG will analyze the survey responses for each function and will perform a gap analysis to identify competencies that would require additional training.

All personal information collected will only be used to raffle a special prize to those who participated in the survey. Your answers will be kept strictly confidential and any identifying information will be removed.

Solicitation for Expression of Interest for Labour Market Information Report Writing Project
 

The Canadian Aviation Maintenance Council (CAMC) is soliciting input from interested parties who would like to participate in the creation of written reports in relation to CAMC’s Aviation, Aerospace and Space Labour Market Information System (LMIS).  CAMC has recently completed the build of a Labour Market Information System database, which was built with the input from many aviation and aerospace stakeholders.  CAMC plans to use the collected LMI data to develop individual LMI reports, as well as to publish an annual consolidated LMI report.

 1.  Purpose

The Canadian Aviation Maintenance Council (CAMC) is soliciting input from interested parties who would like to participate in the creation of written reports in relation to CAMC’s Aviation, Aerospace and Space Labour Market Information System (LMIS). Included below are specific details regarding the necessary requirements that must be met (item #3). Organizations or individuals who meet the mandatory requirements (item #4) to participate are invited to indicate their interest by September 19, 2008 by replying to the undersigned. 

2. Background
    The LMIS is designed to record, consolidate and sort data in order to generate reports on important topics such as human-resource demographics, trends, and supply-and-demand realities. The LMIS consists of labour market data from aviation companies and MRO’s, aerospace and manufacturing companies, and training organizations. The industry-requested system depends on industry stakeholders to provide current information. CAMC provides the technology, the project management and a secure web-based “data warehouse”. The LMIS database is built and is being populated. The chosen consultant will need to collect report data and consolidate it into a written report with supporting graphics.

    3. Scope of Required Input
      The work required involves, but is not limited to, the following:

      • Review the data collection methodology
      • Summarize the LMIS reports together in order to create a complete LMI overview
      • Review the complete data set which has been collected by the LMIS as well as the 15 individual reports produced
      • Analyze the initial reports/data and produce a preliminary written national report with supporting graphics
      • Provide one update of the initial report, to include additional data collected and to summarize national and regional information into a concise report
      • Comment on which sub-sectors and regions provided data

      4. Mandatory Requirements

        Each potential interested organization or individual must posses the following requirements:

        • Economist, with supporting education
        • Substantial experience in detailed economic analysis
        • Strong writing and reporting skills
        • Qualifications in labour market analysis

        Change in Membership Renewal Structure

        CAMC has recently implemented changes to the membership renewal system for individual members. Effective August 2004, candidates completing an initial application for membership will be offered a minimum two-year membership. The cost for the initial application will be $84.00 (GST/shipping and handling included) and will continue to include the logbook and membership.

        With regards to membership renewals, Associate Members will be offered a minimum two-year renewal term at a cost of $59.50 (GST included). This two-year term will replace the current one-year membership renewal period.

        Certified Members will be offered a minimum three-year renewal. The cost for a three-year renewal will be $89.49 (GST included), which represents a decrease in comparison to the current annual renewal fee of $30.00. Five-year renewal terms will no longer be offered. 

        The cost to purchase an individual logbook will be $44.45 (GST/shipping and handling included). Logbook review fees will remain unchanged.

        The above prices include neither applicable taxes nor shipping and handling charges. The table below provides a visual representation of the adjustments to the membership renewal system.

        CAMC announces its Board of Directors for 2005-06

        OTTAWA: On behalf of the Canadian Aviation Maintenance Council (CAMC), Steve Dick, Chief Executive Officer, is pleased to announce the following appointments to its Board of Directors for 2005-06.

        Gerry Mandarello, Marketing Manager with L-3 Communications, has been appointed to the newly created position on the Board as Corporate Member at Large.

        Rick Rantz of Aviall Services, Inc. was representing the Canadian Federation of AME Associations (CFAMEA) on the Board. He is now representing the Ontario AME Association.

        LCol Simon Sukstorf, Commandant of the Canadian Forces School of Aerospace Technology and Engineering (CFSATE) at Canadian Forces Base Borden, is the Board’s new Department of National Defence (DND) representative.

        Lane Trotter, Dean of Transportation at British Columbia Institute of Technology (BCIT), is the new representative for the Association of Canadian Community Colleges (ACCC).

        CAMC extends its thanks and appreciation to LCol Harry Kowal, who served as the previous DND representative from June 2004 to August 2005.

        OTTAWA: The Canadian Aviation Maintenance Council (CAMC) Board of Directors has announced a change in the CAMC leadership team. Effective September 13, 2005, Steve Dick is no longer Chief Executive Officer of CAMC. The Board wishes Steve much success in his future endeavours.

        A new Chief Executive Officer will be announced in the coming weeks. In the interim, the CAMC Board of Directors has appointed Les Aalders as Acting Executive Director, to oversee the daily operations of the secretariat.

        MONTRÉAL: The Canadian Aviation Maintenance Council (CAMC) announced last Thursday the launch of five new National Occupational Standards for workers in aviation maintenance and aerospace manufacturing at its 14th Annual Forum “Ramping Up for Growth”:

        • Structures Assembler
        • Composite Fabricator
        • Electrical/Electronic Assembler
        • Aircraft Mechanical Assembler
        • Aviation Maintenance Manager

        CAMC champions and leads initiatives to develop the overall strength and economic well-being of the industry through the development of its workforce.  By focusing on practical results-oriented professional development, CAMC has created the only national certification and credentialing system in Canada for aviation and aerospace workers.

        National Occupational Standards form the foundation for this system: these standards define the skills, knowledge and competencies required to perform the duties of an occupation.

        The Structures Assembler, Composite Fabricator, Electrical/Electronic Assembler, and Aircraft Mechanical Assembler National Occupational Standards address the current need by industry to develop nationally certified manufacturing programs for the aerospace sector.  These standards will compliment and augment the existing group of nationally recognized programs and establish a basis for certifying qualified assemblers and fabricators employed within the aviation and aerospace manufacturing sector.

        The creation of the Aviation Maintenance Manager Standard will, for the first time, give workers in the maintenance sector a set of standards and a certification process in which they can base their career development en route to managerial positions.  The standard has been established at three levels for personnel advancing from worker-level positions (e.g., Technician, Mechanic, AME) to entry-level managers (e.g., Leadhand, Supervisor, Cell Leader), as well as the next two levels or tiers, including Department Director and Director of Maintenance.

        “The release of the five new National Occupational Standards is key to supporting the environment we now find ourselves in - Ramping Up for Growth! The standards’ development has been very well supported by stakeholders within many of the companies that will now be able to take full advantage of them,” says Les Aalders, CAMC’s Acting Executive Director.

        “The Aviation Maintenance Manager standard, in particular, is a valuable addition to our certification and credentialing system, as we have heard from many individuals over the years that this is something our industry has been missing.”

        Innovative Industry Partnership Introduces

        OTTAWA:- Canada’s innovative and growing aviation and aerospace industries are looking for new recruits and have found a pool of over 25,000 youth who are already interested in all things “air”. The Air Cadet League of Canada (ACLC) is pleased to announce that memoranda of understanding have been signed with both the Canadian Aviation Maintenance Council (CAMC) and the Canadian Aerospace Associations Human Resource Alliance (CAAHRA). These signings are a significant step on the part of their participants to work together to encourage young people to choose careers in aviation and aerospace.

        These agreements mean that the Canadian Aviation Maintenance Council will make learning tools and the industry-based Aviation Maintenance Orientation Program (AMOP) available to optional training courses of the Royal Canadian Air Cadets. On its part, the Canadian Aerospace Associations Human Resource Alliance will ensure that the highest caliber of sufficient numbers of new career entrants are available to drive the future growth and prosperity of the aviation industry.

        Air Cadet League of Canada President Lionel Bourgeois stated that, "I see these partnerships as a major turning point for Air Cadets. In 1941, we started training youngsters for the future defence of Canada. Now it is our country's aviation industries and activities that need future manpower support. Our Cadets will have more useful and useable aviation activities while cadets and build on their future employment opportunities – it’s a WIN-WIN arrangement."

        “Canada's aerospace and aviation industries offer a tremendous range of career opportunities for young people today, and the demand for knowledgeable, enthusiastic people is growing as our industries expand and as our current employees retire over the next decade or so,” said Chair Rod Jones for Canadian Aerospace Associations Human Resource Alliance. “Being an Air Cadet already shows an interest in things related to airplanes and flying, and we want to help broaden and support the Air Cadets' knowledge and interest. Industry firms will both contribute and gain from this Alliance with the Air Cadet League of Canada."

        "We are pleased that ACLC will recognize CAMC as the national, certification, credentialing and accrediting authority for aviation maintenance and aerospace manufacturing," added Les Aalders, the Council's acting Executive Director. "This allows us to work together in establishing centres of excellence for the delivery of high quality-based aviation maintenance orientation training."

        Update: Transport Canada Recognizes CAMC Curricula in AN C002

        Bill Zoeller Announced as New Executive Director of CAMC

        OTTAWA:

        Les Aalders Acting Executive Director of the Canadian Aviation Maintenance Council (CAMC) is pleased to announce, on behalf of the Board of Directors, the appointment of Bill Zoeller as the new Executive Director as of May 1, 2006.

         

        Mr. Zoeller joins CAMC from Air Canada Technical Services (ACTS) where he recently retired after an impressive 31-year career. Zoeller joined Air Canada (AC) in 1974 as an apprentice avionics technician and worked in AC’s Toronto, Dorval and Winnipeg facilities. In 2000 he received his Master of Business Administration from Queen’s University and was named President and CEO of ACTS in 2004.

         

        According to Mr. Aalders, “Zoeller has been a strong supporter of CAMC throughout the years. He will now be in the key position to lead CAMC in its growth…The Board and I look forward to a dynamic future for CAMC and its membership under his leadership.”

         

        In his comments about the industry and CAMC’s role in it, Mr. Zoeller stated: “Be it an airline, an MRO or an OEM, our industry depends on skilled professionals to provide a quality product, to ensure a safe and dependable flight, and to determine and provide  the specialized service offerings that keep the customers coming back for more.  And that’s where CAMC comes in. It has played a supportive, strategic and critical role in laying the foundation for the success that Canadian-based aviation professionals and companies have experienced in recent years. CAMC’s role will only grow in importance as the industry continues to expand.”

         

        Mr. Zoeller went on to add that he looks forward to working with the individuals, groups, companies and staff that make up CAMC, in tackling the challenges which lie ahead.

        Nova Scotia Aircraft Maintenance Engineering Program Receives National Accreditation

        DARMOUTH: This morning at an aerospace industry forum in Dartmouth, Les Aalders, past Acting Executive Director of the Canadian Aviation Maintenance Council (CAMC), announced the awarding of national accreditation to Nova Scotia Community College’s (NSCC) aircraft maintenance engineering program.

        CAMC is an all-stakeholder, not-for-profit organization responsible for the human resources strategy for aviation maintenance and aerospace manufacturing in Canada. As the aviation industry's sector council, CAMC champions and encourages initiatives to develop the overall strength and economic well-being of the industry through the development of National Occupational Standards for skilled occupations; professional certification for workers; the development of curriculum standards and accredited programs for training institutions; youth orientation programs; best-of-practice training; retraining, recruitment, and retention strategies for the future.

        Today’s national accreditation is a positive step for aerospace education. “CAMC accreditation assures industry and students that a program meets or exceeds the national standards in terms of content, administration, resources, faculty and facilities. Accreditation also helps to ensure that graduates of the program are well-prepared and have a solid foundation of knowledge and skill prior to entering the workforce.”

        NSCC’s Aircraft Maintenance Engineer program offers excellent hands-on instruction and uses actual aircraft to develop skills for the repair and maintenance of airframes, engines and associated systems for airplanes and helicopters.

        NSCC President, Dr. Joan McArthur-Blair was on hand to accept the certificate of program accreditation from CAMC. “At NSCC we strive to support our students’ success everyday,” says McArthur-Blair. “We believe their success is strengthened through high-quality programs, and strong linkages with industry. It is in this spirit, that on behalf of NSCC, I am pleased to accept the CAMC accreditation for the aircraft maintenance engineering program.”

        The aviation industry is taking off, creating an unprecedented demand for trained Aircraft Maintenance Engineers. There are more than 6,000 people employed in the aerospace and defence industry in Nova Scotia. The Aerospace and Defence Industries Association of Nova Scotia expects that with the current skills shortage and the expected retirement of baby boomers in the next five years, between 850 and 1,000 skilled people will be needed to replace those who are leaving as well as meet the growth projections in the industry.

        By 2007, one-third of new jobs in Canada will require a skilled trade or college diploma. That's 20,000 unfilled jobs. This number will grow to 50,000 by 2010. The demand is evident in Nova Scotia - 90 per cent of Nova Scotia Community College's graduates are employed; 81 per cent in their field of study.

I will continue to offer tactical leadership to CAMC over the coming months and, after a suitable transition time, finish up by the Annual General Meeting in October.
